CSIS conversation with DiPippo: China’s techno-industrial strategy—resources are not unlimited; how to pursue self-reliance amid an economic slowdown

Gerard DiPippo, director of global macro at Eurasia Group, says China does not publish its industrial policy spending, leaving outsiders to estimate direct subsidies and tax incentives. “Unlimited resources” are therefore more a matter of imagination. Meanwhile, China’s economy is slowing significantly, and over the past five years self-reliance has become central to reducing external dependence.

Keyu Jin: Deglobalisation Never Happened; US-China Trade Peaked in 2022

London School of Economics professor Keyu Jin says that after the pandemic, the Russia-Ukraine war, Trumpism and the energy crisis, people have been talking about deglobalisation, Cold War 2.0 and decoupling, but that is not what happened at all; US-China trade peaked in 2022, revealing a clear gap between political narratives and trade reality.

Bloomberg’s The China Show interview: Tencent Cloud’s Tong on patching the “leaky boat” and returns on AI investment

Tencent Cloud CEO Dowson Tong says capital expenditure is substantial for most players, but demand is equally strong. Tencent once had a “leaky boat” because of insufficient computing capacity and team integration challenges; its high-end models have now made marked progress, and the enormous value created by AI will eventually make the investment economics work.

Goldman Sachs: China’s property downturn is deeper, so why will its drag on the economy still gradually ease?

Goldman Sachs has raised its estimate of the direct drag from real estate on real GDP growth in 2026 from 1.5 percentage points to 1.8 percentage points, but expects it to narrow to 1.3 percentage points in 2027. The key is the property sector’s declining share of the economy; diverging home prices, shrinking household wealth and lost local land revenues will determine how long the adjustment lasts.

Goldman Sachs cuts China broad fiscal deficit forecast as weak spending and falling land-sale revenue weigh

Fiscal spending rebounded month on month in September, but remained nearly stagnant year on year, while the decline in property-related revenue widened. Goldman Sachs cut its forecast for the 2026 broad fiscal deficit as a share of GDP from 11.5% to 10.0%. It expects the fiscal drag to ease in the fourth quarter, while the full-year fiscal impulse remains weaker than in 2025.

China’s fiscal revenue turns negative in September: how can 550 billion yuan in local bond quotas support growth?

General public budget revenue fell year on year for the first time this year in September, the decline in land-sale revenue widened, and fiscal spending remained behind the budget target. JPMorgan believes the additional local bond quotas can ease local funding pressures, but there is a lag between bond issuance and project execution, so some support for growth will continue into early 2027.

China’s fiscal spending remained in contraction in the third quarter. How much lift can faster bond issuance provide in the fourth?

Nomura believes that, although the decline in broad fiscal spending narrowed in the third quarter, it still weighed on growth. Government bond financing is expected to increase significantly in the fourth quarter, but its actual impact will depend on how the funds are used and the constraints corporate arrears place on complementary financing.
